Requirements
This type of visa is designed to an applicant who works for a company registered in Canada, which is involved in a business relationship with a company in Saudi Arabia and wants to represent the Canadian company. If you are an independent or not representing any company (please send a letter stating your position, in addition to your qualifications and experience which must be matching with your business trip activities and sponsor Saudi company).
Please submit:

An original and copy of the applicant's passport. It must also be valid for at least six months from the application date and include the place of birth and two side by side blank pages.

Visa application form (Typed out or hand written in block letters), please see "Form B" below including the second page within the document.

One recent (No more than a month old), photo specifications as for Canadian passport photo click here.

If you have a letter of invitation, Non-Canadian applicants must submit a notarized photocopy of their valid residency permit (Permanent Residence Card). Send only a copy of the front and back sides of the PR card. The copy must be notarized by a Notary Public and stamped by the Global Affairs Canada, Authentication of Documents Department. The Notary must state on the copy that it's a true copy of the original.

The applicant's sponsor / business partner in Saudi Arabia must provide:

A copy of the company's registration certificate.

A copy of the visa authorization/letter of the invitation document, must be approved by The Saudi Arabian Ministry of Foreign Affairs (MOFA) and indicated that the visa application addressed to the Consular Section in Ottawa.

The applicant from Canadian side must provides:

Visa Support Letter for the applicant, with an original ink signature, must be stamped by a Chamber of Commerce, Notary Public, and Global Affairs Canada, please Prepare the Visa Support Letter by following the template below (Form C).

A copy of the Canadian company's Certificate of Incorporation (Business registration) if applicable.
Note:
i. If the Canadian employer is a university or a college, please submit an original letterhead introducing the applicant. This letter must be stamped by: The university or the college and signed - original ink, not an electronic signature- by an officer other than the applicant himself or herself and stamped with the collage/ university or faculty's stamp/seal, The embassy may require this letter to be stamped by a Notary publica and Global Affairs Canada department of document Authentication.
ii. If the applicant is independent or applicants not representing any entity, please send a notarized( Stamp it by a Notary Public) letter stating your position, in addition to your qualifications and experience which must be matching with your business trip activities and sponsor Saudi company. This letter must be stamped by Global Affairs Canada Department for authentication of documents.

Flight Itinerary must be provided with consideration of the following points:

The KSA Embassy has advised that no ticket should be purchased before issuance of the visa.
For single entry visas, The Saudi Embassy in Ottawa issues visas that allow travelers to enter KSA by air exclusively. No Entry By Land.

Please ensure that your entry airport is the closest to your sponsor's location. The port of entry to KSA must be the same or the closest airport to the location of the sponsor. If the sponsor invited the applicant to conduct business/visit in a different city other than the one displayed in the company's Registration Certificate, the sponsor must provide a letter in Arabic explaining the reason for this. An example can be for conducting business in a another branch/location of the company.
